The effect of limited development resources

Because quality depends on the investment, the quality of the operational procedures is different for the different operational scenarios. The design quality depends on the costs of the specifications, design and testing, for the operational states as follows:

• The costs in routine states
• The costs in exceptional states
• The costs in unexpected states.

  Designer typically focus on performance in normal operation, and do not invest enough in resilience assurance.

  The design should be based on analysis of common failure modes. Examples:

• Performance vs. resilience tradeoff
• Situation-dependent interaction style
