Friendly fire

Friendly fire is the result of deviation from rules for safe coordination between units of security forces.

The rules defining safe coordination are constraints, such as:

• The target must be in the fire zone
• The caller for fire should be outside the fire zone
• The target coordination should suit the  fire plan.
