State specification

  The system specification should include lists of all state variables, with the following information:

• The way they are obtained (manually, measurements, calculations)
• The thresholds defining the state boundaries,
• The risks associated with the system states
• Methods for alarming about these risks
• Methods for risk mitigation and for recovery.
