The design goals based on the human factors may be set as follows:
Visual search is best for direct information and control access. It is applicable to frequently used screens, because for such screens, the perception relies on the long-term memory and therefore does not load the short-term memory.
Interactive search is best for guiding the user in accessing information and controls. It is applicable to screens that are used rarely or occasionally, because for such screens the perception loads the short-term memory, which is of limited capacity.
