The interaction design should satisfy two conflicting requirements:

• Enable the operators to control the system according to their perception of the threats
• Prevent operational errors.

This section presents consideration in designing the top-level system control, which is about who gets to control the system behavior: the machine (by automation) or the human operators (by manual operation)

• when should the operator be in control over the system behavior,
• when should the machine be in control, and
• who decides about changing the control.
