Function activation guidelines for primary stations

Often, a primary station complies with the following operational conditions

The function is not required in emergency
The station is highly function
The station is intended to operate by skilled operators, who can learn and remember the access to the function.

When this is the case, single access is preferred, because it is less slip-prone than multi-access.
