The iterative approach

  Resilience assurance is an iterative process, consisting of learning cycles ..., with two primary stages (the iterative approach):

• The proactive approach, intended to prevent failure by design. Proactive assurance focuses on preventing incidence, by preventing hazards and by facilitating the operators' coping with the hazards
• The reactive approach, intended to assure learning from incidences. Reactive assurance focuses on gradual improving the resilience by learning from incidences
