The price that people are willing to pay for safety is not fixed. It depends on expectations, on prestige, and the public awareness of the risks. It is affected by the relevance to the people, by campaigns of solution providers, and other factors. For example, the price of a space shuttle accident is much higher than the sum of the prices of the shuttle and the insurance payment, when the whole world is watching the performance on TV. Practically, we do not have a formula for calculating a reliable, stable cost estimates.
