Alarm signaling

An hazard is an abstract concept, used for resilience signaling. There are many ways to implement it. For example, in early works the term used to denote alarm signaling was User Problem Indicators (UPI).  Reference: 1999 - Automatic Operation Logging and Usability Validation, Proceedings of HCI International '99, Munich, Germany, Vol. 1, pp. 1128-1133
 
Beside UPIs, there are other ways to signal a hazard for alarming: we can detect deviations from operational rules, and we can measure attributes of the operators' behavior. Both are useful for both proactive and reactive design. In the current version of the guide an incidence is defined in terms of deviations from operational rules. In future versions, we may also include other definitions, based on other concepts, such as operator workload.
