In the learning stage, from initial operation until TL, the response time decreases, as the operators are getting familiar with the alarm, and respond as soon as they recognize the alarm
In this stage, between TL and TA, the operators are familiar with the alarm and they respond as soon as they can.
In this stage, from TA on, the operators are used to the alarms and they do not bother to stop their activities to respond to the alarm. This is the stage of risky behavior.
